whole record test

whole record test
Test used by court to review sufficiency of an administrative board's findings of fact. It does not allow a reviewing court to replace board's judgment between two reasonably conflicting views, although court could have justifiably reached different result had matter been before it de novo. Correll v. Boulware, 74 N.C.App. 631, 329 S.E.2d 695, 699.
